The two distinguished individuals are George W. Bush and the US Ambassador to the UN during his tenure - John Bolton

The connect to the countries is the Axis of Evil - The red countries being the ones Bush proposed and the Beige ones are the Beyond the Axis of Evil as described by Bolton
