Ans- This is known as bullet time technology. Picture shows 1st instance of usage. Used in the Neo vs "lots of agent smiths" fight in the second part.

wild guess ...

i don't know the name but this seems to be a technology where the same object/action is shot from different angles using diff cameras simultaneously and then combined together to give the impression that the camera was revolving with time standing still
